Tuesday, December 13, 2022. Lake County Board of Commissioners’ meeting was called to order at 2:00 p.m. by Board Chairperson Rich Sve. Chair Sve led the recitation of the Pledge of Allegiance. Unless otherwise stated, all actions have been approved by unanimous yea vote. Lake County Board members present in the Lake County Service Center, Split Rock River Room, 616 Third Avenue, Two Harbors, Minnesota: District 1 Commissioner Peter “Pete” R. Walsh, District 2 Commissioner Derrick “Rick” L. Goutermont, District 3 Commissioner Richard “Rick” C. Hogenson and District 5 Commissioner Rich Sve. Board member(s) absent: District 4 Commissioner Jeremy M. Hurd. Also present in the Split Rock River Room: County Administrator Matthew Huddleston, Clerk of the Board Laurel D. Buchanan, County Auditor Linda Libal, Land Commissioner Nate Eide, and Highway Engineer Jason DiPiazza.
Board Chair Rich Sve opened the floor for public comments. No public comments were made.
MOTION WALSH, SECOND GOUTERMONT: 01 – Approval of the agenda. Absent: Hurd
Lake County Administrator Matthew Huddleston provided an update on several items of county business, including updates from the Personnel Committee.
Land Commissioner Nate Eide appeared before the Board to discuss the Forestry Department’s requests for year-end purchases.
Highway Engineer Jason DiPiazza appeared before the Board to discuss a proposed resolution that will be on for board action at the next meeting. Engineer DiPiazza also provided maps and further information about projected costs as the Minnesota Department of Transportation (MnDOT) continues in its planning process for reconstruction of the Highway 61 Two Harbors corridor. MnDOT project representatives would like to receive input on what segment or part of the planned TH 61 corridor can be constructed in 2025/2026 with the funding that is currently programmed ($6.4 million of the estimated $17.1 million total project cost estimate).
Verbal amendments were made to two of the consent agenda items per the revised request received today from Lake County Forestry Department / Land Commissioner Nate Eide for year-end purchases.
MOTION GOUTERMONT, SECOND WALSH: 02 – Approve Consent Agenda as amended:
1. Approve Board of Commissioners’ regular meeting minutes of November 22, 2022.
2. Approve Health and Human Services claims payments in the following amounts:
a. Administrative payments $ 2,752.49
b. Region III Adult Behavioral Health Initiative payments $ 66,277.45 c. Special Payments $ 127,734.76
3. Approve the appointment of Beth Haselow, 309 Stanley Road, Two Harbors, Minnesota, from Commissioner District 5, to fill a vacancy on the Lake County Extension Committee (Lake CEC). This three-year appointment is effective January 1, 2023, through December 31, 2025. This is Beth Haselow’s first term serving on the Lake CEC.
4. Approve the resolution allowing for the Environmental Services Director to use the Lake County Aquatic Invasive Species (AIS) Prevention Plan as the guideline for the use of the AIS Prevention proceeds received in CY 2022.
5. Adopt the findings and conditions by the Planning Commission for 5-year renewal of an Interim Use Permit I-22-037r for Mark and Sarah Stevenson, for Vacation Rental Home at 5375 Williams Drive, Silver Bay MN 55614 PID 26-5634- 04130.
6. Authorize the yearly payment to Everbridge, Inc. in the amount of $5,150.00 for the Public Notification System (Invoice #M73007).
7. Authorize payment in the amount of $22,475.82 to Minnesota Counties Computer Cooperative (MnCCC) for Invoice 2301091. This is 2023 Annual support for Information Services Support Group (ISSG), IFS General support for Auditor’s office and HHS, Dues for JIC membership and Dues for Finance/General Government User group.
8. Approve and authorize the County Board Chair to sign the Memorandum of Agreement between Lake County and First Witness Child Advocacy Center for Safe and Strong Child© and Safe and Strong Communities programming, and Forensic Interview and Coordination Services for the period of January 1, 2023, through December 31, 2023, in a total amount not to exceed $11,250.00.
9. Approve and authorize the Lake County Board Chair to sign the Agreement to Provide Services with DuWayne Larson to provide Janitorial Services at the Lake County Service Center, Silver Bay, for the period of January 1, 2023, through December 31, 2023, in an amount not to exceed $7,200.00.
10. Approve and authorize the Lake County Board Chair to sign the Purchase of Service Agreement with Saprina Matheny, D/B/A Matheny Therapy & Consulting, for the period of January 1, 2023, through December 31, 2023, in an amount not to exceed $20,000.00.
11. Approve and authorize the Lake County Board Chair to sign the Memorandum of Agreement with Elizabeth Radosevich, LGSW, to perform Qualified Residential Treatment Program (QRTP) Assessments for the period from January 1, 2023, through December 31, 2023, in an amount not to exceed $5,000.00.
12. Approve and authorize the County Board Chair to sign the Amended Onsite Influenza Immunization Clinic Agreement with Lake View Hospital for the period from November 1, 2022, to February 28, 2023.
13. Authorize Highway Engineer to sign the Special Event Permit for John Beargrease Sled Dog Marathon scheduled for January 29, 2023, and located at the Alger Grade Gravel Pit, along CSAH 3 and CSAH 2 following the Northshore Snowmobile Trail.
14. Approve purchase of Polaris ATV from Sonju Two Harbors not to exceed $18,500.
15. Approve purchase of Ski Doo Tundra LT from Duluth Lawn and Sport not to exceed $13,000.
16. Approve purchase of BravePro Rough-Cut pull behind mower from Northern Tool + Equipment for $4,799 plus fees. Absent: Hurd
MOTION HOGENSON, SECOND WALSH: 03 – Approve the reappointment of Dr. A. Quinn Piper, Medical Examiner, who is a Doctor of Medicine licensed to practice medicine in the State of Minnesota and a forensic pathologist certified by the American Board of Pathology, as Medical Examiner for Lake County pursuant to Minn. Stat. § 390.33, and authorize the Lake County Board Chair to sign Anoka County Contract C0009446 for the 2023 contract renewal for Medical Examiner Services between Anoka County (Midwest Medical Examiner’s Office) and Lake County, commencing January 1, 2023, through December 31, 2025. Absent: Hurd
