ADVERTISEMENT FOR BIDS CITY OF BEAVER BAY BEAVER BAY, MN BEAVER BAY WATER INTAKE REPLACEMENT

CITY OF BEAVER BAY is requesting Bids for the construction of the following Project:

BEAVER BAY WATER INTAKE REPLACEMENT

Project #08143020

The CITY OF BEAVER BAY will receive and accept bids ONLY through QuestCDN.com via the online electronic bid service (QuestvBid) for the construction of BEAVER BAY WATER INTAKE REPLACEMENT until 11:00 a.m. on May 21, 2024. All bids will be downloaded and publicly read aloud during a virtual public bid opening that will be held on the day and time of the bid closing. All plan holders will receive information via Quest on how to join the virtual meeting prior to the bid opening.

The Project generally includes the following work:

• Replacement of the raw water intake for the Beaver Bay water treatment plant that allows water to be drawn from Lake Superior.

• Removal of approximately 200 linear feet of existing 10” diameter water intake piping and existing concrete intake structure from the lakebed of Lake Superior (approximate water depth ranging from 7 feet to 25 feet).

• Providing approximately 200 linear feet of 12” intake pipe and concrete intake structure on the lakebed of Lake Superior.

• Providing aggregate pipe bedding and cover. Providing flexible concrete block mats to cover pipes.

• Cleaning out sediment from the existing raw water pump well located at the Beaver Bay water treatment plant.

Information and Bidding Documents for the Project can be found at the following des­ignated website:

Bidding Documents are available for download from QuestCDN at www.questcdn.com. You may download the digital plan documents for $45 by inputting Quest eBidDoc #9020840 on the website’s Project Search page. Please contact QuestCDN at 952-233-1632 or contact by email at info@questcdn.com for assistance in free membership registration, downloading, and working with the digital project information. Prospective Bidders are urged to register with QuestCDN as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. QuestCDN requires the bidding documents to be downloaded from the site in order to submit a bid in the Vbid system. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through QuestCDN. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than QuestCDN.

Pre-bid Conference

A pre-bid conference for the Project will not be held.

Instructions to Bidders.

No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the CITY OF BEAVER BAY as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fails to do so, the certified check or bid bond shall be forfeited to the Owner as liquidated damages.

No bidder may withdraw their bid within 60 days after the actual date of the opening thereof.

Bidder shall review and comply with funding and bidding requirements described in the bidding documents and also see Section 00 80 00.

The minimum wages to be paid on the project shall be in accordance with the wage rate scale established by Minnesota Department of Labor and Industry (DOLI) pre­vailing wage rates; and

Be aware that project Administrators, Bidders, and Con­tractors are required to use the latest federal wage rate available at the time of bid opening.

This project anticipates the use of funds related to the Bipartisan Infrastructure Law (BIL). The Contractor shall conform to the statutory requirements known as “Build Ameri­ca, Buy America” which applies to all of the iron, steel, manufactured products, and construction materials used in the project. Bid Proposals may be denied if the require­ments of this section are not met and waivers are required.

The Contractor shall conform to the “Use of American Iron and Steel” provision of H.R. 3547 Consolidated Appropriations Act, 2014, Section 436, including all iron and steel products used in the project. Bid Proposals may be denied if the requirements of this section are not met and waivers are required. EPA guidance for the use of American Iron and Steel (AIS) can be found at http://water.epa.gov/grants_funding/ aisrequirement.cfm.

Contractors must follow and document their good faith efforts in both the procurement process and by complying with specific contract language. The Six Good Faith Efforts in the project technical specification are to ensure that DBEs have the opportunity to participate in procurements, by increasing DBE awareness of procurement efforts, and outreach.

Owner reserves the right to waive any informalities or to reject any or all bids.
