NOTICE OF PUBLIC HEARING REGARDING AMENDMENTS TO THE VACATION RENTAL HOME REGULATIONS IN THE LAKE COUNTY LAND USE ORDINANCE # 12

Notice is hereby given that the Lake Coun­ty Planning Commission will conduct a public hearing on Thursday, April 27, 2023, at 6:00 PM in the Lake View Conference Center, 325 11th Avenue, Two Harbors, Minnesota, for the purpose of consider­ing proposed amendments to Sec. 27.06 A. Vacation Rental Home requirements in Lake County Land Use Ordinance #12. All interested persons are invited to attend the public hearing to provide input.

Public comments can only be provided through in-person attendance at the public hearing, or through written comments via email message no later than Monday, April 24, 2023, 4:30 P.M. to Melissa.McIn­tyre@co.lake.mn.us or to the Lake County Environmental Services Department, 601 Third Avenue, Two Harbors, MN 55616, prior to the hearing.

IN SUMMARY, THE PROPOSED AMENDMENTS WOULD:

• Limit the amount of vacation rentals by township or unorganized territory, to a number that is equal to or less than 4% of the housing units within that geo­graphic area, using the 2020 federal census housing information, with some exceptions.

o Exceptions: Fall Lake Township, Forest Recreation (FR) zoning district and commercial zoning districts in the North Shore Man­agement Zone are exempt from the vacation rental limit.

o Knife River, in the area defined as section 30 and 31, Town­ship 52, Range 11W, South of MN State Hwy 61, is allowed a maximum of 3 Vacation Rental Homes.

• Additionally, no vacation rentals will be allowed in shoreland areas on in-land lakes, except Unorganized Territory #1, Fall Lake Township and the North Shore Management Zone.

• All existing permitted vacation rentals can continue as long as their permit re­mains valid. This will include the ability to seek renewals through the Interim Use Permit Process.
