OFFICIAL PROCEEDINGS OF THE COUNTY BOARD LAKE COUNTY, MINNESOTA

Tuesday, July 11, 2023. Lake County Board of Commissioners’ regularly sched­uled meeting was called to order at 2:00 p.m. by Lake County Board Chairperson Rich Sve. Chairperson Sve led the rec­itation of the Pledge of Allegiance. Unless otherwise stated, all actions have been approved by unanimous yea vote. Lake County Board members present in the Lake County Service Center, Split Rock River Room (SRRR), 616 Third Avenue, Two Harbors, Minnesota: District 2 Com­missioner Derrick “Rick” L. Goutermont, District 3 Commissioner Richard “Rick” C. Hogenson, District 4 Commissioner Jeremy M. Hurd, and District 5 Commis­sioner Rich Sve. Board member absent: None. Vacancy: First District. Also present in the SRRR: County Administrator Mat­thew Huddleston, County Auditor Linda Libal, County Sheriff Nathan Stadler, Land Commissioner Nate Eide, Environmental Services Director Christine McCarthy, and Clerk of the Board Laurel D. Buchanan.

MOTION GOUTERMONT, SECOND HURD: 01 – Approval of the agenda, as amended. Absent: None

Lake County Board of Commissioners Chairperson Rich Sve opened the floor for public comments. No public comments were made. County Administrator Matthew Huddleston provided an update on several items of county business. Bruce Kimmel, Senior Municipal Advisor with Ehlers, Inc., attended the Board of Commissioners meeting on the topic of Lake County’s in­tent to purchase the John A. Johnson Ele­mentary School and its intent to work with local and regional partners to demolish the school and redevelop the site with work­force housing. County Auditor Linda Libal provided an update for her office. County Sheriff Nathan Stadler provided an update on the open positions for his department. County Environmental Services Director Christine McCarthy was present for any questions on her department’s requests for board action. Ms. McCarthy advised the Lake County Development Achievement Center (DAC), Inc. Director Michelle Mc­Donald will be rescheduling her presenta­tion to the County Board of Commissioners with respect to the Lake County Recycling Center and its partnership with the DAC.

MOTION HURD, SECOND HOGENSON: 02 – Approve Consent Agenda as pre­sented:

1. Approve Board of Commissioners’ regular meeting minutes of June 27, 2023.

2. Approve Health and Human Ser­vices claims payments in the fol­lowing amounts:

a. Administrative $ 22,956.63

b. Arrowhead Health Alliance $ 45,000.00

c. Region III $ 185,427.31

3. Approve the re-appointment of Lana Fralich to the County Per­sonnel Board of Appeals, for a term through December 31, 2025.

4. Adopt findings by the Planning Commission for I-23-013r, for Noah Wolf and Jane Connors, for a one-year renewal of an Interim Use Permit for Vacation Rental Home at 7004 Airbase Rd, Finland, MN 55603. PID: 27-5707-09450.

5. Adopt findings by the Planning Commission for I-23-014r, for Wan­da Widen and Brian & Cynthia Foyt for a five-year renewal of an Inter­im Use Permit for Vacation Rental Home at 2237 7th Avenue, Two Harbors, MN 55616. PID: 25-5311-35670.

6. Adopt findings by the Planning Commission for I-23-015r, for Sha­ron Erickson-Ropes and Milton Ropes, for a one-year renewal of an Interim Use Permit for a Vaca­tion Rental Home at 726 Old North Shore Road, Two Harbors, MN 55616. PID: 25-5270-15060 and -15070 and -15080.

7. Adopt findings by the Planning Commission to approve the Re­zone RZ-23-001, as submitted, of 34 parcels in Section 2, Township 57, Range 8 from R1 to R2.

8. Accept quote for Emergency Au­tomotive Technologies, Inc. in the amount of $9,759.20 for the instal­lation of new docking stations and cradlepoints for 16 patrol vehicles. (Quote Number MP062623-11).

9. Authorize payment to Lake Coun­ty Soil and Water Conservation District (SWCD) in the amount of $18,798.00 for reimbursement of the purchase of a CD3 Waterless Cleaning Station for AIS preven­tion at the Silver Bay Marina. This amount is half the cost of the CD3 and will be funded through the Minnesota Counties Program Aid for Aquatic Invasive Species Pre­vention Fund. The other half has been funded by the Lake Superior Coastal Program.

10. Authorize Highway Department payment to LHB, Inc. at a cost not to exceed $7,500.00 for Engi­neering Services on Bridge 38535, CSAH 34 (New Tomahawk Road) over Stony River.

11. Authorize Highway Engineer to sign the Special Event Permit for North Shore Inline Marathon scheduled for September 16, 2023 and lo­cated on Scenic Drive (CSAH 61) from Two Harbors to the St. Louis County Line.

12. Authorize Highway Engineer to sign the Special Event Permit for Bay to Bay Run/Walk scheduled for July 8, 2023 and located on Lax Lake Road (CSAH 4 and CSAH 5) from the Rukavina Arena in Silver Bay to the Beaver Bay Wayside Rest.

13. Authorize Highway Department purchase of one Kubota M7060 diesel tractor from Bobcat of Duluth at a cost not to exceed $68,627.33 plus any additional delivery, tax, ti­tle, or registration fees.

14. Approve the following changes to the County Board of Commission­ers’ meeting schedule. Cancel the 2:00 p.m. meeting on Tuesday, July 25, 2023, that was scheduled to be held in the Lake County Service Center, 616 Third Avenue, Two Harbors, Minnesota. This meeting is rescheduled to a different date, time and location, as follows. The County Board of Commissioners will meet at 10:00 a.m. on Wednes­day, July 26, 2023, at the Lake County Highway Department, Hwy 2 Meeting room, 1513 Highway 2, Two Harbors, Minnesota. Absent: None

MOTION GOUTERMONT, SECOND HO­GENSON: 03 – Approve the resignation of Mark Palmer, Mechanic, effective July 6, 2023. Absent: None

MOTION HOGENSON, SECOND HURD: 04 – Approve the recruitment of one full-time Mechanic. Absent: None

MOTION HURD, SECOND GOUTER­MONT: 05 – Approve the change in employee status of Meghan Ulanowski, Dispatcher/Jailer, due to completion of probation period effective July 9, 2023. Absent: None

MOTION HOGENSON, SECOND HURD: 06 – Approve the probationary appoint­ment of Amanda Johnson to Accounting Technician at the Step 2 wage of $22.90 per hour effective July 17, 2023. Absent: None

MOTION GOUTERMONT, SECOND HURD: 07 – Approve the probationary ap­pointment of Ashley Sibik to Environmen­tal Health Specialist at the Step 2 wage of $31.11 per hour effective July 17, 2023. Absent: None

MOTION HOGENSON, SECOND GOUTERMONT: 08 – Approve the pro­bationary appointment of David Boden to Highway Maintenance Worker at the Step 3 wage of $23.67 per hour effective July 27, 2023. Absent: None

MOTION HURD, SECOND HOGENSON: 09 – Resolved, Lake County Board of Commissioners directs the County At­torney to dismiss the Public Employees Retirement Association (PERA) Duty Dis­ability Appeals for Employees #4133 and #4245 and directs the County Auditor to reimburse the County’s share of health insurance premiums as applicable. Ab­sent: None

MOTION HURD, SECOND HOGENSON: 10 – Adjourn Lake County Board of Com­missioners’ meeting at 3:03 PM. Absent: None

The Lake County Board of Commissioners will convene for the following meetings:

– Committee of the Whole at 6:00 p.m. on Tuesday, July 18, 2023, at the Toimi School Community Center (Toimi Schoolhouse), 6486 Murphy Lake Road, Brimson, Min­nesota.

– Regular meeting, as rescheduled to 10:00 a.m. on Wednesday, July 26, 2023, at the Lake County Highway Department, Highway 2 Meeting Room, 1513 Highway 2, Two Har­bors, Minnesota.

– Agenda meeting at 2:00 p.m. on Tuesday, August 1, 2023. in the Lake County Service Center, Split Rock River Room, 616 Third Ave­nue, Two Harbors, Minnesota:
