Tuesday, August 15, 2023, the Lake County Board of Commissioners held a special meeting during a regularly scheduled Committee of the Whole, Lake County Board of Commissioners, scheduled to begin at 6:00 pm on August 15, 2023, in the Knife River Recreation Center, 199 Alger Smith Road, Knife River, Minnesota. Board Chairperson Rich Sve called the special meeting to order at 6:56 PM. The purpose of the special meeting is to consider and take action to approve and authorize the Lake County Board Chair to sign the Resolution to Approve and Adopt the Northeast Minnesota Regional Solid Waste Management Plan.
Board members present: District 2 Commissioner Derrick “Rick” L. Goutermont, District 3 Commissioner Richard “Rick” C. Hogenson, District 4 Commissioner Jeremy M. Hurd and District 5 Commissioner Rich Sve. Board member(s) absent: None. Vacancy: County Commissioner District 1. Unless otherwise stated, all actions have been approved by unanimous yea vote. Also present: Lake County Administrator Matthew Huddleston, Highway Engineer Jason DiPiazza, and Environmental Services Director Christine McCarthy.
MOTION HURD, SECOND HOGENSON: 01 – The Lake County Board of Commissioners hereby adopts the Resolution to Approve and Adopt the Northeast Minnesota Regional Solid Waste Management Plan.
RESOLUTION TO APPROVE AND ADOPT THE NORTHEAST MINNESOTA REGIONAL SOLID WASTE MANAGEMENT PLAN
WHEREAS, the Counties of Aitkin, Carlton, Koochiching, Cook, Lake, Itasca, St. Louis, and the Western Lake Superior Sanitary District executed a Joint Powers Agreement to develop and complete a Solid Waste Management Plan for the 7 County Region in Northeastern Minnesota; and
WHEREAS, the Legislature of the State of Minnesota requires that Minnesota counties develop and update a Solid Waste Management Plan in accordance with applicable statutes and rules including Minnesota Statute Chapter 115A and Minnesota Rules Chapter 9215; the Western Lake Superior Sanitary District must comply with applicable statutes and rules including Minnesota Statute Chapter 458D; and
WHEREAS, the County Boards and the WLSSD Sanitary Board recognize the need to plan for and practice sound methods of managing solid waste; and
WHEREAS, the 7 County region represented by the Northeast Waste Advisory Council and the Solid Waste Officers of the Northeastern Region have developed a regional solid waste management plan satisfying the statutory requirements; and
WHEREAS, the undersigned Board supports the Plan as a collective effort to address solid waste management through reduction, recycling, composting and other elements necessary to effectively manage solid waste generated in the 7 County region.
NOW, THEREFORE, BE IT RESOLVED, that the undersigned Board approves and adopts the Northeast Minnesota Regional Solid Waste Management Plan and supporting documents submitted to the Minnesota Pollution Control Agency on May 16, 2023.
BE IT FURTHER RESOLVED, that the undersigned Board agrees to maintain and implement the Plan as required by Minnesota Rules Part 9215.0530.
BE IT FURTHER RESOLVED, that the undersigned Board submits this document to the Commissioner of the Minnesota Pollution Control Agency pursuant to applicable Minnesota law. Absent: None
Upon adoption of the above-referenced regional plan, the special meeting of the County Board of Commissioners was adjourned.
