Two Harbors City Council News; November 12, 2024

The Two Harbors City Coun­cil is in the process of formal­izing the language for how cannabis businesses will be regulated within the city lim­its. Council members have been reviewing a number of proposed ordinances related to licensing and operation and will have met to ask questions and make recommendations by the time this article reaches the press. Specific recommen­dations from the Council will define how the city will deal with multiple applications for licensure and will give param­eters for the hours per day that cannabis businesses can oper­ate. Attorney Timothy Costly has suggested that city offi­cials devise a lottery system to decide who will get a license. He also suggested that council members consider following whatever the current ordinance is concerning the hours of op­eration for the municipal liquor store. Stay tuned for updates.

A public hearing was also held at last week’s meeting to give area residents an oppor­tunity to be part of the discus­sion around the 2023 Sidewalk Improvement project and the related property owner assess­ment. Finance Director Mi­randa Pietila outlined the plan which was put on hold until this year at the contractor’s re­quest. The scope of this work will include sidewalks along the south side of 11th Avenue between 6th and 8th streets and both sides of 10th Avenue from 10th to 8th street. The total cost for this work is $139,290.74. The city’s portion of this cost is $114,344.74 which leaves $24,950.00 to be assessed. Assessment notices have been mailed out to the benefiting property owners. Payment can be made to the city, in total, by December 31st with no interest rate. Payments not submitted by the end of December will be certified to Lake County and will be added to the benefiting property owner’s property tax bill starting in 2025. A yearly interest rate of 2.5% will be added to the assessment, with payment spread out over the next 5 years. The Council vot­ed to adopt the assessment role.

In other business, the Council approved plans for the city por­tion of the 2025 Seal Coat Proj­ect. The plan will be submitted to Lake County for inclusion in the bidding process. The Coun­cil also approved a proposal to repave approximately 600 feet of the walking trail that is fall­ing into disrepair, beyond the boundaries of the Wastewater Treatment Plant.

The next Two Harbors Coun­cil meeting is scheduled for November 25th at 5:00 PM.

My wife, Marsha Kinzer (a proud DEHS Greyhound, class of ‘77) introduced me to the North Shore on vacation in 2012. It became our regular escape when the stress of our careers in education became overwhelming, and it didn’t take me long to fall in love with the breathtaking scenery, the nice people, and “salad” containing Jell-o and marshmallows. So you can either blame or thank my loving wife for my being here, because when we needed to choose a retirement hometown, Marsha advocated hard for her beloved Duluth, and here we are, six months later. Yes, this will be my first northern Minnesota winter. Yes, I welcome thoughts and prayers. Government, public policy, and social justice weighed heavily in the curriculums I taught at the high school level over a thirty-eight year career. In addition, we were a laboratory school focused on critical thinking in conjunction with technical and scientific writing. So when I found myself adrift on the great ocean of retirement and spied a raft, I jumped at the chance to take up what I’d left behind…minus the bad teachers’ lounge coffee. My position at the NSJ allows me to combine my passions for government and writing, and it’s helping me to feel less out of touch in new surroundings. When I’m not being “Cubby” (Marsha’s favorite new nickname for this green reporter) I enjoy pointing at eagles and saying, “Look, honey. There’s an eagle.” I’ve had an active side hustle as a professional musician for almost as many years as Charlie Parr. As a guitarist/singer/songwriter, I graced the stages of clubs and festivals around southern Wisconsin, including an appearance on A Prairie Home Companion. Should I even mention A Prairie Home Companion, or am I the only one here old enough to remember what that is? Look! An eagle!
