OFFICIAL PROCEEDINGS OF THE COUNTY BOARD LAKE COUNTY, MINNESOTA

Tuesday, November 14, 2023. Lake County Board of Commissioners’ regularly sched­uled meeting was called to order at 2:01 p.m. by Lake County Board Chairperson Rich Sve. Chair Sve led the recitation of the Pledge of Allegiance. Unless otherwise stated, all actions have been approved by unanimous yea vote. Lake County Board members present in the Lake County Service Center, Split Rock River Room (SRRR), 616 Third Avenue, Two Harbors, Minnesota: District 1 Commissioner Joe Baltich, District 2 Commissioner Derrick “Rick” L. Goutermont, District 3 Commis­sioner Richard “Rick” C. Hogenson, and District 5 Commissioner Rich Sve. Board member absent: Commissioner Jeremy Hurd. Also present: County Administrator Matthew Huddleston, Highway Engineer Jason DiPiazza, County Auditor Linda Li­bal, Health and Human Services Director Lisa Hansen, Land Commissioner Nate Eide, County Recorder Lori Ekstrom, Environmental Service Director Christine McCarthy, Community Health Educator LaReesa Sandretsky and County Admin­istrator Matthew Huddleston.

MOTION GOUTERMONT, SECOND HO­GENSON: 01 – Approval of the agenda. Absent: Hurd

Lake County Board Chairperson Rich Sve opened the floor for public comments. No public comments were made.

At 2:03 PM a public hearing was convened to provide information and receive public input and comments on Lake County’s ad­ministration of a Minnesota Department of Employment and Economic Development (MN DEED) Small Cities Development Program (SCDP) Grant in the City of Two Harbors. Funds were used for owner oc­cupied housing rehabilitation. This public hearing is regarding MN DEED Grant No. CDAP-18-0022-O-FY19, grant awarded to the County of Lake, for SCDP projects in the City of Two Harbors, and administered by AEOA.

Beth Davies, Arrowhead Economic Op­portunity Agency (AEOA) Lending and Construction Program Lead, provided an overview of the grant. The grant assisted 3 businesses and 10 owner-occupied homes in Two Harbors. Total grant expenditures on the project were $317,634.

At 2:06 PM the Lake County Board Chair­person Rich Sve opened the public hear­ing for public comments.

Paul Iverson, Lake County Housing and Redevelopment Authority Board member, provided his insights on the current grant that was subject of the public hearing, as well as some history on prior grants in Lake County for similar purposes.

County Commissioners asked some gen­eral questions on contractor availability and prevailing wage requirements.

At 2:20 PM Lake County Board Chairper­son Rich Sve closed the public hearing.

Lake County Community Health Education LaReesa Sandretsky led a presentation from the Lake County Age Friendly Coa­lition. First, LaReesa provided introduc­tions to the members present that are on the coalition: Georgia Lane, Aging Ser­vices Planner, Arrowhead Area Agency on Aging; Kirsten Cruikshank, Community Based Researcher, Memory Keepers Med­ical Discovery Team; Deb Scott, Director, Community Partners; Rachel Gischia, Manager of Community Outreach & Emer­gency Preparedness, Lake View; Honor Schauland, Director, Friends of Finland; and Lise Abazs, Director, North Shore Area Partners. Lake County received Age Friendly designation in October 2021. An Age Friendly community is one that en­ables all residents to thrive at every age and life stage. We are currently in year 3, between the assessment stage and creating the action plan. The results of an assessment completed by the coalition showed housing and social connected­ness were top priorities for older adults in Lake County. The coalition provided details on why these items were important and what was being done in these areas. The coalition will be seeking support from the Lake County Board of Commissioners on the action plan soon. The presentation ended with additional items that the coun­ty can do as part of being an age friendly community.

Lake County Administrator Matthew Hud­dleston provided an update on several items of county business.

MOTION GOUTERMONT, SECOND BAL­TICH: 02 – Approve Consent Agenda as presented:

1. Approve Board of Commissioners’ regular meeting minutes of October 24, 2023.

2. Approve Health and Human Services claims payments in the following amounts:

a. Administrative Payments $ 17,059.97

b. Region III Payments $ 410,091.42

3. Accept invoice # 46430 dated October 4, 2023, from Commercial Refriger­ation Systems Inc (CRSI). Further resolved, authorize payment to CRSI in the amount of $9,594.90. All monies needed for project will be allocated from the 2023 Two Harbors Arena Capital Outlay Fund.

4. Approve the Resolution of Support for and Agreement to Sponsor the City of Two Harbors’ 2023 Local Road Im­provement Program Application for the Lighthouse Point Road Improvement Project.

5. Approve the Resolution of Support for and Agreement to Sponsor the City of Silver Bay’s 2023 Local Road Im­provement Program Application for the Downtown Street Addition Project.

6. Authorize the Highway Department to sell by auction the following surplus equipment:

– Unit 3900 (1990 GMC utility truck)

7. Approve an amendment to the profes­sional services contract with LHB for bridge load rating and bridge repair plan development on Bridge 93091, Hawk Hill Road (CR 102) over Knife

 River to a total contract value of $9,286.50.

8. Authorize Highway Department pur­chase of a Pro-Link Edge Master Kit di­agnostic scan tool from Snap-on Indus­trial at a cost not to exceed $11,996.10 plus any additional delivery, tax, title, or registration fees.

9. Authorize the Highway Engineer to sign the Special Event Permit for Jule­byen Christmas Village in Knife River, scheduled for December 2 & 3, 2023, located in Knife River, and requiring road closures, lane closures, and flag­ger controlled traffic in around Knife River, including Scenic Drive (CSAH 61).

10. Authorize the Highway Engineer to sign the Co-Op Light & Power utility permit for construction of a buried elec­trical power distribution utility along the east side of Cramer Road (CSAH 7/CR 705) between Sister Lake Road (UT 84) and Two Moose Trail (USFS 1287).

11. Authorize the Highway Engineer to sign the Co-Op Light & Power utility permit for construction of a buried electric power service facility below and across Larsmont Road near 870 Larsmont Road.

12. Authorize the Highway Engineer to sign the Special Event Permit for the Superior Fall Trail Race scheduled for September 6th and 7th and located along the Superior Hiking Trail between Gooseberry Falls State Park and Lut­sen, MN and including several road crossings of Lake County Highways.

13. Authorize the Forestry/Land Depart­ment to sell by auction the following surplus equipment:

– 2013 Chevy Silverado Truck

– 2002 SkiDoo Skandic

– 2007 Artic Cat ATV

– 2016 Polaris ATV

14. Authorize the Sheriff’s Office to sell the following surplus vehicles and equip­ment utilizing the Do-Bid/Oberfoell Auctioneers:

15. Authorize the County Board Chair to sign the Mutual Aid Agreement between St. Louis County and Lake County.

16. Authorize the County Board Chair to sign the Agreement for Technical Ser­vices between St. Louis County and Lake County. St. Louis County agrees to perform services for Lake County during the period commencing Novem­ber 1, 2023 and terminating October 31, 2027 at the rate of $35,000 per year.

17. Approve and authorize the Lake Coun­ty Board Chair to sign a Joint Powers Agreement (JPA) Governing Partici­pation in a Non-Emergency Medical Transportation (NEMT) Coordination Project.

18. Approve and authorize Courtney An­derson, Financial Assistance Super­visor, to submit the 2024-2025 Lake County Minnesota Family Investment Program (MFIP) Biennial Service Agreement to the Department of Hu­man Services, under the provisions of Minnesota Statutes, section 256J.626, subdivision 4.

19. Approve and authorize the County Board Chair to sign the Purchase of Service Agreement with Accend Ser­vices, Inc., to provide Adult Mental Health Targeted Case Management Services for the period of January 1, 2024, through December 31, 2024.

20. Approve and authorize the County Board Chair to sign the Purchase of Service Agreement with the Human Development Center for Employment and Training Services for the period of January 1, 2024, through December 31, 2024, in an amount not to exceed $41,600.00.

21. Approve and authorize the County Board Chair to sign the Purchase of Service Agreement with the Human Development Center to provide Com­munity Mental Health Services for the period of January 1, 2024, through De­cember 31, 2024, in an amount not to exceed $70,000.00.

22. Approve and authorize the County Board Chair to sign the Purchase of Service Agreement with the Human Development Center to provide Se­rious and Persistent Mental Illness (SPMI) Supported Employment Ser­vices for the period of January 1, 2024, through December 31, 2024, in an amount not to exceed $25,000.00.

23. Approve and authorize the Lake Coun­ty Board Chair to sign the Purchase of Service Agreement with Kartta Group, LLC, for the period of January 1, 2024, through December 31, 2024, in an amount not to exceed $20,000.00.

24. Approve and authorize the Lake Coun­ty Board Chair to sign the Purchase of Service Agreement with the Lake County Developmental Achievement Center for the period of January 1, 2024, through December 31, 2024, in an amount not to exceed $18,500.00.

25. Approve and authorize the County Board Chair to sign the Memorandum of Agreement between Lake County and First Witness Child Advocacy Center for Safe and Strong Child© and Safe and Strong Communities pro­gramming, and Forensic Interview and Coordination Services for the period of January 1, 2024, through December 31, 2024, in a total amount not to ex­ceed $11,550.00.

26. Approve and authorize financial assis­tance for the Two Harbors Area Food Shelf in the amount of $10,000.00 for calendar year 2024.

27. Approve the appointment of Cammie Young, Human Resources Director, as the Lake County Affirmative Action Officer for 2023.

28. Approve the revisions to the Affirma­tive Action Plan and authorize Chair to sign. Absent: Hurd and Hogenson.

MOTION GOUTERMONT, SECOND BAL­TICH: 03 – Approve the change in employ­ee status of Ashlee Seeber, Administrative Assistant, due to completion of probation period effective November 2, 2023. Ab­sent: Hurd and Hogenson

MOTION GOUTERMONT, SECOND BALTICH: 04 – Approve the change in em­ployee status of Jennette Mettner, Human Services Professional, due to completion of trial period effective November 7, 2023. Absent: Hurd and Hogenson.

MOTION BALTICH, SECOND GOUTER­MONT: 05 – Approve the probationary ap­pointment of Joseph Jacobs to Appraiser at the Step 1 rate of $23.71 per hour ef­fective November 20, 2023. Absent: Hurd and Hogenson.

MOTION GOUTERMONT, SECOND BALTICH: 06 – Approve the Highway Maintenance Supervisor addition to the classification structure. Absent: Hurd and Hogenson.

MOTION BALTICH, SECOND BALTICH: 07 – Approve the recruitment for two full-time Highway Maintenance Supervisors. Absent: Hurd and Hogenson.

MOTION GOUTERMONT, SECOND BAL­TICH: 08 – Approve the recruitment for two full-time Highway Maintenance Coordina­tors. Absent: Hurd and Hogenson.

MOTION GOUTERMONT, SECOND BALTICH: 09 – Approve the filling for one full-time Human Services Professional. Ab­sent: Hurd and Hogenson.

MOTION BALTICH, SECOND GOUTER­MONT: 10 – Approve the recruitment for one full-time Administrative Assistant in the Recorder’s Office. Absent: Hurd and Hogenson.

MOTION GOUTERMONT, SECOND BAL­TICH: 11– Approve the final plat for the The Harbors, P-23-001, and authorize sig­natures on the plat mylars, pending Lake County Attorney approval. Absent: Hurd and Hogenson.

MOTION GOUTERMONT, SECOND BAL­TICH: 12 – Adjourn Lake County Board of Commissioners meeting at 3:44 PM. Ab­sent: Hurd and Hogenson.
