Silver Bay City Council: July 7th Meeting

There were two major resolutions before the Silver Bay Council on Monday night. The first resolution addressed a sanitary survey report that Bolton and Menk received from the Minnesota Department of Health, regard­ing their inspection of the Water Treatment facility. The Department of Health found that there are some deficiencies that should be addressed. These include provision for auto­mated combined filter effluent turbidity sam­pling and monitoring, the provision of flow metering for backwash reclaim pumps and the addition of piping, valving and control modifications to implement filter to waste procedures. These features have not previ­ously been required at water treatment facil­ities, but adding these features to the work currently being done, in addition to providing reliable, safe water to the city, will ensure that the facility is in compliance with regulations. These upgrades will add an additional cost to the project of $27,750. The Public Utili­ties Commission has recommended that the council adopt the recommendation, which they did by unanimous consent.

The second resolution authorized the awarding of a contract for annual sidewalk repairs to Steve VanHouse Construction, who submitted a bid of $67,752.98 for the work. VanHouse Construction was the low­est bidder and will provide 3,403 square feet of sidewalk replacement and the additional work necessary for completion of that part of the project. The council voted to adopt the resolution.

The furnace system at the Golf Course is over 30 years old and there is a need for boil­er replacement to provide heat to the build­ing. Boiler replacement and upgrades to the system, which will bring it into compliance, will cost $20,400. The council voted to au­thorize the work and money from the Capital Improvement Fund will be pulled to cover the cost.

The Silver Bay Police Department received a commendation from the Board of Peace Of­ficer Standards and Training on successfully completing a compliance review which was conducted last month. Among other things, the commendation acknowledged that offi­cers in Silver Bay have received the manda­tory training, as required by Minnesota stat­utes. Congratulations to Chief Ernest and the entire department!

The next Silver Bay Council meeting is scheduled for July 21st at 7:00 PM.

My wife, Marsha Kinzer (a proud DEHS Greyhound, class of ‘77) introduced me to the North Shore on vacation in 2012. It became our regular escape when the stress of our careers in education became overwhelming, and it didn’t take me long to fall in love with the breathtaking scenery, the nice people, and “salad” containing Jell-o and marshmallows. So you can either blame or thank my loving wife for my being here, because when we needed to choose a retirement hometown, Marsha advocated hard for her beloved Duluth, and here we are, six months later. Yes, this will be my first northern Minnesota winter. Yes, I welcome thoughts and prayers. Government, public policy, and social justice weighed heavily in the curriculums I taught at the high school level over a thirty-eight year career. In addition, we were a laboratory school focused on critical thinking in conjunction with technical and scientific writing. So when I found myself adrift on the great ocean of retirement and spied a raft, I jumped at the chance to take up what I’d left behind…minus the bad teachers’ lounge coffee. My position at the NSJ allows me to combine my passions for government and writing, and it’s helping me to feel less out of touch in new surroundings. When I’m not being “Cubby” (Marsha’s favorite new nickname for this green reporter) I enjoy pointing at eagles and saying, “Look, honey. There’s an eagle.” I’ve had an active side hustle as a professional musician for almost as many years as Charlie Parr. As a guitarist/singer/songwriter, I graced the stages of clubs and festivals around southern Wisconsin, including an appearance on A Prairie Home Companion. Should I even mention A Prairie Home Companion, or am I the only one here old enough to remember what that is? Look! An eagle!
