TWO HARBORS CITY COUNCIL SPECIAL MEETING MINUTES NOVEMBER 7, 2022

Special meeting of the City Council of the City of Two Harbors, Minnesota, held on Monday, November 7, 2022, at 5:30 p.m. The meeting was called to order by President Redden.

Members present, Councilors:
Woodruff, Glaser,
Rennwald,
Redden. 4.

Members absent, Councilors:
Passe, Erickson. 2.

Others present:
Interim Administrator,
Dhein Finance Director, Pietila
City Clerk, Nordean

President Redden announced that the purpose of the meeting is to conduct interviews of applicants for City commissions and boards; consider ordering preparation of assessment rolls for the 2021 – 2022 Street & Alley Improvement Project; consider calling for a public hearing for 6 PM on Monday, November 28, 2022, to consider assessments on the 2021-2022 Street and Alley Improvement Project; consider accepting a proposal to provide employee health insurance for 2023 and to discuss the 2023 Budget for the City of Two Harbors.

Motion by Woodruff and Glaser that– RESOLUTION NO. 11-292-22 ORDERING PREPARATION OF ASSESSMENT ROLLS FOR THE 2021 – 2022 STREET & ALLEY IMPROVEMENT PROJECT be adopted as read. Carried by a unanimous yea vote of all members present on roll call.

Motion by Woodruff and Glaser that RESOLUTION NO. 11-293-22 RECEIVING PROPOSED ASSESSMENT ROLL FOR THE CONSTRUCTION OF 2021-2022 STREET IMPROVEMENT PROJECT AND ORDERING A HEARING THEREON be adopted as read. Carried by a unanimous yea vote of all members present on roll call.

Motion by Glaser and Woodruff that RESOLUTION NO. 11-294-22 ACCEPTING THE PROPOSAL OF NORTHEAST SERVICE COOPERATIVE TO PROVIDE EMPLOYEE HEALTH INSURANCE FOR 2023 AND AUTHORIZING THE ACTING MAYOR AND CITY CLERK TO EXECUTE DOCUMENTS NECESSARY FOR THE ACCEPTANCE OF SAID PROPOSAL be adopted as read. Carried by a unanimous yea vote of all members present on roll call.

Finance Director Pietila addressed the Council presenting an overview of the proposed 2023 Budget. She reported that the Finance & Budget Committee will be meeting again soon to review and make final recommendations to the Council.

At 7 PM, Councilor Woodruff left the meeting.

Motion by Rennwald and Glaser that the meeting adjourn. Carried.
