Two Harbors City Council Meeting October 13, 2025

The City Hall facade project is well under way. One piece of busi­ness at Monday night’s council meeting was the need for the coun­cil to approve a change order to in­clude painting the garage doors on the depot side of the building. The council agreed to that resolution. The cost of painting the doors will not exceed $1,850. The council also approved the scheduling of a spe­cial meeting to review the city’s financial management plan. The meeting will be held on November 12th at 5:00 PM.

The Waterfront Task Force met re­cently to begin the process of look­ing at the various design ideas that have been proposed for the city’s waterfront area. There is a plan for six meetings over the next several months to coordinate the ideas that have been rendered by Friends of the Waterfront, The Edna G. Com­mission, and the Veteran’s Memori­al Committee and others. The task force will work toward making rec­ommendations for the final design of the waterfront area.

House Republicans came through town last week. Mayor Lew Conner and City Administrator Patty Nor­dean spoke with the representatives about the Highway 61 project and other funding needs for the city. State legislators will be meeting soon to make decisions on funding requests from municipalities across the state.

The City Housing Committee met recently with the Lake County and the Two Harbors HRAs for an up­date on the Vision housing project that will be located at the intersec­tion of 15th Street and Omtvedt Boulevard. The project, when com­pleted, will provide multi-family housing units. IRRR has awarded a grant of $850,000 to help fill a gap in funding for the project. The hope is that ground will be broken for the project in March.

The Council authorized an appli­cation for funding assistance from the IRRR Public Works Grant Pro­gram for water utility projects on 15th Street and the alley between the 1200 and 1300 blocks of 7th and 8th Avenues. Weather lines at those locations will need to be moved prior to the start of the Highway 61 project in 2027.

Ralph Jacobson has made a gen­erous donation of a piano for the Community Center. A stipulation for such a donation was that the pi­ano would need to fit into storage in the community room so as not to take up space when elections are being held. The Council accepted the donation with thanks to Mr. Ja­cobson.

The next Two Harbors Council meeting will be held on October 27th at 5:30 PM.

My wife, Marsha Kinzer (a proud DEHS Greyhound, class of ‘77) introduced me to the North Shore on vacation in 2012. It became our regular escape when the stress of our careers in education became overwhelming, and it didn’t take me long to fall in love with the breathtaking scenery, the nice people, and “salad” containing Jell-o and marshmallows. So you can either blame or thank my loving wife for my being here, because when we needed to choose a retirement hometown, Marsha advocated hard for her beloved Duluth, and here we are, six months later. Yes, this will be my first northern Minnesota winter. Yes, I welcome thoughts and prayers. Government, public policy, and social justice weighed heavily in the curriculums I taught at the high school level over a thirty-eight year career. In addition, we were a laboratory school focused on critical thinking in conjunction with technical and scientific writing. So when I found myself adrift on the great ocean of retirement and spied a raft, I jumped at the chance to take up what I’d left behind…minus the bad teachers’ lounge coffee. My position at the NSJ allows me to combine my passions for government and writing, and it’s helping me to feel less out of touch in new surroundings. When I’m not being “Cubby” (Marsha’s favorite new nickname for this green reporter) I enjoy pointing at eagles and saying, “Look, honey. There’s an eagle.” I’ve had an active side hustle as a professional musician for almost as many years as Charlie Parr. As a guitarist/singer/songwriter, I graced the stages of clubs and festivals around southern Wisconsin, including an appearance on A Prairie Home Companion. Should I even mention A Prairie Home Companion, or am I the only one here old enough to remember what that is? Look! An eagle!
