LAKE COUNTY PLANNING COMMISSION MINUTES LAW ENFORCEMENT CENTER MARCH 16, 2026

The Lake County Planning Commission sat in session at 5:00 p.m. on this date and conducted hearings and other business. 

C-26-001– Motion by Guenthner supported by B. Ernest to approve with conditions a conditional use application for the expansion of the Rustic Inn operations into an existing structure to allow for the sale of food and beverages filed by Castle Danger Properties II LLC at 2777 Hwy 61, Two Harbors, MN 55616. The property is described as: Outlot 7, 8, & 9 of Govt Lot 3, Outlot 10 & 11 of Govt Lot 3 less that part shown as parcel 26 on MN DOT R/W Plat 38-20 (B-35 of Plats) all in Section 32, Township 54, Range 9, 10.06 acres, zoned shoreland (NSMZ), RC/Resort Commercial, 2 acre minimum, Silver Creek Township. PID: 29-5451-32130 / 32135 / 32140 / 32145 / 32150 / 32155 / 32165 / 32175. Motion carried; Hoops, Sve, Bathke, J. Ernest, B. Ernest, Ellefson, and Guenthner voted in favor; none opposed. 

Lake County Cannabis Ordinance #29 Amendments – Motion by Guenthner supported by J. Ernest to recommend to the County Board the adoption of the proposed Cannabis Ordinance #29 language. Motion carried; Hoops, Sve, Bathke, J. Ernest, B. Ernest, Ellefson, and Guenthner voted in favor; none opposed.

Lake County Land Use Ordinance #12 and Cannabis Ordinance #9 – Motion by Guenthner supported by Bathke to table the hearing for Land Use Ordinance #12 and Subdivision Ordinance #9 amendments until the April 20, 2026, Planning Commission hearing. Motion carried; Hoops, Sve, Bathke, J. Ernest, B. Ernest, Ellefson, and Guenthner voted in favor; none opposed.

Motion by Guenthner supported by Ellefson to approve the February 23, 2026 minutes as submitted. Motion carried; Hoops, Bathke, B. Ernest, Ellefson, Guenthner, and Mayer voted in favor; none opposed. Sve & J. Ernest abstained.

Motion by Guenthner supported by Mayer to approve the February 26, 2026 minutes as submitted. Motion carried; Hoops, Bathke, J. Ernest, B. Ernest, Ellefson, Guenthner, and Mayer voted in favor; none opposed. Sve abstained.

Motion by Guenthner supported by Bathke to adjourn the meeting. Motion carried; Hoops, Sve, Bathke, J. Ernest, B. Ernest, Ellefson, and Guenthner voted in favor; none opposed. Meeting adjourned at 6:39 p.m.
