Work Description: Street & Utility
Reconstruction (Water utility, sewers, curbs, sidewalks, pavement).
- Finish 5th Street and 4th Ave
- Reconstruction.
- Complete 6th Ave and 5th Ave
- Reconstruction
Construction Timeframe: Mid-April thru October
Cost: $8 million
Traffc Impacts: Road Closures
- 5th St, 5th Ave, 6th Ave.
- Waterfront Dr, 7th St will be closed at 6th

NEW PROJECTS
2025 Seal Coat Project (SAP 038-626-008)
Location: City of Two Harbors, CSAH 26 and Various City Streets and Alleys
Work Description: Preventative maintenance including bituminous seal coat, fog seal and pavement marking.
Construction Timeframe: Between June & September
Cost: $270,000
Traffic Impacts: Temporary lane & road closures, traffic flagging.
Hawk Hill Road Bridge Replacement (SAP 038-598-009 (CP 102-024-001))
Location: CR 102, Hawk Hill Road, Bridge over Knife River
Work Description: Remove and replace bridge over Knife River and reconstruct approaches.
Construction Timeframe: June thru October
Cost: $2.1 million
Traffic Impacts: Temporary one-lane bypass road and temporary bridge
CR 105 – 8th Street Resurfacing (CP 105-022-001)
Location: 8th Street from Hwy 61 (7th Street) to 16th Avenue.
Work Description: Mill and overlay pavement surface, reconstruct sidewalk (curb ramps and alley/ driveway crossings), construct multi-modal path from 16th Ave to RR underpass at 11th Ave.
Construction Timeframe: Between June & October
Cost: $1 million
Impact: Road Closure – 8th Street
Banks Blvd & Edison Blvd Reconstruction (SAP 038-632-003)
Location: City of Silver Bay
- Banks Blvd (Horn Blvd to Davis Drive)
- Edison Blvd (Penn Blvd to Horn Blvd)
Work Description: Street & Utility Reconstruction (Water utility, sewers, curbs, sidewalks, pavement).
Construction Timeframe: End of May thru October
Cost: $4-$5 million
Traffic Impacts: Road Closures:
- Banks Blvd and Edison Blvd
- Davis Drive at City Hall (short duration)
Highway 2 Reconditioning (SAP 038-602-036)
Location: Highway 2 (CSAH 2) Murphy Creek to Greenwood Lake Public Access
Work Description: Replace culvert pipes, reclaim existing pavement and construct new pavement surface.
Construction Timeframe: June thru September
Cost: $3.4 million
Traffic Impacts: Lane closures, travel delays & 6-week Hwy 2 closure with detour (along Forest Highway 11 (CSAH 15), Lax Lake Road (CSAH 31) and MN Hwy 1).
